Attach a screenshot of the terrain above ground if possible. They can generate a small bit outside the range of the correct biome.

Are you sure that the block of the diamond is not in biome extreme hills ?
The biome in the debug data is the bios you're standing in, and two blocks further away that could've of course changed.
