[MC-36816] shaders and outlines

the outline is pure black, shaders still dont work, and cacti in your inventory have broken texture

As for the shaders not working, this is because your graphics card/drivers do not support it.

Updated graphics drivers (probably won't make a difference) or a better graphics card.
