I managed to capture a donkey in my survival world. I noticed that there was no chest slot in the Donkey's Inventory GUI. I bred that Donkey with one of my horses and got a mule. There was no Chest Slot there either. I'm wondering if my version is broke or this a new feature or something.

I'm experiencing the same issue. I have tried to put the chest on donkeys and mules, in several different circumstances, on multiple computers. still a no go. I have tried crouching with the chest and right clicking, tried to put it on the donkey from it's inventory, and still no saddle bags. I'm not sure what is going wrong, but it's still hasn't been able to be equipped sense the update that first introduced horses.
Did you tame it first? To tame a horse, you must mount it by right-clicking on it. It may throw you off, indicating that your taming attempt has failed. Repeat the process until instead of throwing you off, it produces hearts instead.
To give a donkey or mule a chest, it must be tamed, you must not be mounted on it, you must be holding the chest, and must right-click on the donkey/mule.

Did you use a chest on the mule/donkey ? It is only with it that you'll have "chest slot".
