If you do the following with normal glass panes it works fine...
If you stand between two COLOURED glass panes, facing the pane at the other site you are able to place a coloured pane right where you are.
You need to lean back just like in the picture.
EDIT:
I tried it out again for both, means coloured and normal glass pane (MC version 1.7.4) and it came out that it now works the same as stained glass panes with normal glass panes...
But blocks doesn't work in one of these two cases...

And yes it seems kind of similar to the MC-22395 but it's a bit different because it doesn't work with blocks and uses stained glass panes instead of fences but maybe it's the same kind of problem for both...
I dont know 😃
Pane. The word is "pane". Given the fact that glass panes can't suffocate you, does it really matter that you can place them if someone is standing on the same block location as where you want to put the pane?
I'm from Germany, so please excuse that pain - pane misstake... Sorry 😉

Well, good question... I don't think so...
I reported that bug because it was different with stained and normal glass pane, so I guess it is no more a bug...
So, then you could close it now...
Is this still a concern in the current Minecraft version 14w07a / Launcher version 1.3.9 or later? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.
Can you place blocks other than a colored glass pane, while standing like that? This sounds similar to MC-22395, and may have a common underlying cause.
