My guess would be that it is intended as well. The only way to get TNT on peaceful in is Creative mode where you can't die normally, or by using cheats.
That would be working as intended, I think. TNT power is based on difficulty, and on peaceful it is... peaceful. Then again, if you want to use peaceful for other purposes, disabling TNT is odd...
