Taiga biomes are without snow

As I had created a new world to try out 1.7.2 I flew into a biome I didn't recognise as it was full of spruce trees without snow, I pulled out f3 and it turned out I was in a taiga biome I then proceeded to change weather to rain only to find snow did not fall.
