When you have a powered repeater running into another repeater going sideways next to it, it forms a weird visual glitch where there is a bedrock looking strip going where the second torch thing normally is. You can still set it to different ticks and the strip moves with it, however the repeater is disabled until you unpower the first repeater, but if you repower it the glitching repeater allows a signal to go through.

The repeater "locks" the signal in place, so you can either block transmission or allow for power to go through continuously even without a source.
