I have been playing on a world which was created before version 1.7.2. I have had some old flower pots, so when I decided to relocate them, and broke them, they only dropped themselves and no plants which were inside them!
Only flower pots which were put to the world before version 1.7.2 are affected, any new flower pots drop both the plant and themselves.
EDIT: The world was created in Minecraft 1.4 (Pretty Scary Update).
Sometimes, instead of not dropping anything at all, old (and new too) flower pots still drop two flower entities instead of one.

I am attaching two crash reports, one of for the world, originally mentioned in the bug report, created in Minecraft 1.4 (pretty scary update), survival mode.
That world had some flower pots which did not drop anything, but I have replaced them.
Second report is a creative test world I created in 1.4.7, then opened in 1.7.2. When breaking the block underneath the flower pot, it is dropping two entities, instead of one.
Probably the "no-drop" bug was introduced in 1.4 .. 1.4.5 and finally fixed in 1.4.7. That won't be fixed.
The duplication bug however is MC-30537.
