Runes will not float to enchanting table if carpet is between them.

I was creating an enchantment table and I put bookshelves around it, one block away. I then put carpet on the floor around the enchanting table, and I noticed that when I put the carpet down the runes would stop floating from the bookshelves to the enchanting table. I had to remove the carpet for the runes to come back.
