[MC-41340] Random enchants cant go in anvils

if you use

/give @p minecraft:stick 1 1 {ench:[id:10,lvl:1]}

and put the stick in an anvil your game wil crash (this is just an example)

you got it wrong, use /give to give yourself an enchanted stick that doesnt have a special use, like ID 90 lvl 1 enchant, this enchant is unkown to the game so it crashes

I think this happens because the game doesnt recognises the enchant and doesnt know wich lvl of xp usage it has to put there
