When you create a world its not start with choose Adventure Mode you need to set /default gamemode 2

It's pointless to create an Adventure map in Adventure mode. How will you build something in this mode ?
You create the world in creative mode, build stuff and things and switch as last step to Adventure mode prior publishing your fancy adventure world.
