Mob hit box is different between survival and creative

The player is not able to hit mobs at certain distances in Survival, but is able to hit them in creative

What I expected to happen was...:
I would hit the blaze 4 blocks away from me in survival mode

What actually happened was...:
I started to mine the block behind the blaze

Steps to Reproduce:
1. Trap any 2-block high mob 4 blocks away from you.
2. In survival, try to hit the mob from a 4 block distance, you can't
3. Switch to creative and try to hit the mob again, standing in the same location, you can.
4. If these steps don't work, try increasing the distance to the range a player can mine / attack from (I think it was 4, but I'm not sure)

This is intended. They did this so its easier to do things in Creative.
