Frame rate not showing as should

Usually I get around 300-400 fps when playing and sometimes, when there's nothing to load my computer can reach 900 or 1000.
I never go under 150.
I wanted to view my frame rate so I pressed F3,
It showed 60 fps so I changed the settings to have it "Unlimited" and it didn't change, is that a bug or a problem of my computer?
