Server does not start

When trying to run the Minecraft server from the .exe, it just creates a "logs" folder with an empty .txt file called "latest". Redownloaded the .exe from the website and tried again, and got the same thing. I then downloaded the .jar file and tried to run that from command line, and got several errors. Errors:
