Beacon Texture Takes a While to Develop

Make a pyramid with an active beacon block. Look down at the ground and then swiftly back up. The "stream" from the beacon block will take around 4-5 seconds to develop and will do so in a jerky fashion. {NOTE: This doesn't always happen.} The picture attached shows what it looks like for the 4-5 seconds.
