[MC-44413] Villagers no longer trade xp bottles with you

Steps to reproduce

Spawn in a Clergy villager and go through all its trades, there will no bottle o' enchanting there
This means they are, once more, unavailable in survival mode, which is not good

doesn't give you much xp, and also I don't think they'd return the xp bottles to their pre-1.3 creative-only state intentionally

It's been confirmed that villagers no longer trade XP bottles. It hasn't been confirmed whether this is a bug or intended behavior. Only Mojang can make that decision.
