[MC-44539] Water can't reach Lava (World-Generator only)

Found this while checking new stone blocks.

Ways to reproduce:

1) Create new world (creative mode) with following seed: -4914239957509429997

2) Teleport to following position and don't move:

X=336
Y=27
Z=313

3) Wait some seconds, cause of the new awesome teleport performance (thanks Mojang 😃) the water need some seconds to come down to your position

Ah, forgot to say that the water block next to the one over the lava isn't spreading. As you can see on the screenshot, it just hits on the stone block, but the water doesn't spread into the lava, it just stays like this.

Cannot compare to 1.7.4 since the world is generated slightly different
