When people connect to a multiplayer server sometimes you can see their skins and some times not. Some players may not see their own skins and will see others. Exiting the program and logging back in doesn't fix the issue either.

The mojang servers are not working too well today, so many people's skins aren't showing up. This has happened numerous days in the past. I am also experiencing this problem.
It also occurs in SinglePlayer, too (with Player Skulls).
