peaceful mobs not spawning

Cannot Reproduce

I started a superflat world with the overworld preset but as soon as i spawned in peaceful mode, there were no peaceful mobs apart from villiagers and squids.

1. start up a random seed survival world

2. run to 25000,25000

there are no animals
