Falling Sand in time: 0

I am not sure if this is a bug, but when you used to /summon FallingSand {TileID:35,Data:5} on lime wool it would make the lime wool turn into falling sand, but now when you /summon FallingSand on lime wool it just stays as a solid block and doesn't turn into FallingSand
