[MC-45293] Lightning texture won't show up

I turned the weather to rain and thunder and noticed that the lightning animation wasn't showing up. I had particles set on all. The thunder, light, and fire from the lightning were all working.

Please force a crash by pressing F3 + C for 10 seconds while in-game and attach the crash report ([minecraft/crash-reports/crash-<DATE>-client.txt|http://hopper.minecraft.net/help/finding-minecraft-data-folder]) here.

I tried to force quit and nothing happened. I pressed F3+C for 10 seconds multiple times.

Start the launcher, start Minecraft, load a world, then press and hold F3 and C for 10 seconds.
