Cannot leash other player's wolves

Can no longer leash other player's wolves. I took care of other player's wolves while they were off exploring. Can no longer place leashes on them to move them.

What I expected to happen was...:
Able to click leash onto wolf owned by other player and have leash attach to pet so I could move it. This happened in previous snapshots.

What actually happened was...:
Clicking on other player's wolf with leash does not attach it.

Steps to Reproduce:
1. Have leash in hand.
2. Click on other player's wolf.
3. Leash should attach but does not.
