I put a piston on the ground and put a redstone block on top of it, then do a block update with a piece of redstone next to it, to power the piston, and then it extends. After that the only way for it to come back is to brake the redstone block.

This is intended behavior. Pistons can be powered from the space two blocks above themselves.
