[MC-45510] Dispensers will not spawn iron golems with jack-o-lanterns

Whenever you use a dispenser to spawn an iron golem (probably a snow golem also) with a jack-o-lantern it doesn't spawn, it just dispenses it like usual.

The button was not suppose to be placed on front of the dispenser but either way it doesn't work.

Why is this Works as Intended? You can build golems with jack-o-lanterns by hand, you should be able to do that with dispensers too.
