[MC-45827] Crash on /tp player

What I expected to happen was...:
that I teleport to 0,90,0

What actually happened was...:
The game crashed with Exception getting block type in world

Steps to Reproduce:
1.In Creative SP Create world in 1.7.2 with seed 5612807832380384626
2. Go in, log out.
3. Open same world in 14w04a, go west to nearest village
4. /tp yourself 0 90 0
(Is not guaranteed to be reproducible...)

Environment

OS: Windows 7 (ver 6.1, arch amd64)
Java: 1.7.0_45 (by Oracle Corporation)
Launcher: Minecraft Launcher 1.3.9 (bootstrap 5)
Minecraft: 14w04a (updated Thu Jan 23 18:32:49 CET 2014)
