[MC-45839] Enchanting doesn't take all the xp when enchanting a item

I enchanted with level 30 and 3 lapiz lazulis a Diamond Pickaxe and i got: Silk Touch I, Efficiency IV, Unbreaking III.
The bug is: when i enchanted, it doesn't took all the 30 levels, now i have level 27, not 0.

Works as it is supposed to, IT only takes away the number of "Enchantment Levels" which for 3 lapis, is 3. 2 lapis, 2. And so on.

Doesn't make sense for me, why you enchant with the level of 30 and it takes 3 levels for a over power enhant on a pickaxe ?

Works as intended.

The experience levels shown on the right now indicate the amount of levels required to enchant the item while the ones on the left show the actual cost to enchant your items.
