Maps Don't Appear On Item Frames

When I tried to see if I could flip a map I put the map in an item frame and it didn't appear.

What I expected to happen was...:
To display a map

What actually happened was...:
Just Displayed a larger Item Frame

Steps to Reproduce:
1. Get A Full Map
2. Put Down An Item Frame
3. Put The Map In an Item Frame
