[MC-46210] Hoes no longer work on grass blocks to till the soil

Hoes no longer work on grass blocks to till the soil.

If this is intentional then it serves no purpose as the mapmakers will give hoes to players if they wish for them to use them.

I cannot reproduce. Hoes work just fine. See attached screenshots.
Please force a crash by pressing and holding F3+C for 10 seconds.
