When trying to to add more enchantments using a book to an already enchanted item such as armor, the anvil takes the xp and the book with it and disappearing without a trace

Kumasasa Hello, I have been having this exact problem. To replicate enchant a pair of armor or whatever tool you want. It doesn't matter what enchantment you have it always does this. Then take that enchanted item you just enchanted and put it in the anvil and put an enchanted book with it. The outcome is just the pants.. You lose the xp and the book... But it does put a second NBT tag on it.
Please provide exact steps to reproduce (what armor with what enchantments and what enchantments of the book)
