Dungeons are not generating

I've been playing around with the new spectator mode. I've created probably 25 worlds in creative world and, once in game, I switch to /gamemode 3. I've been flying around below ground trying to visually see how often dungeons spawn and how close, on average, they are to one another. However, in all the worlds I've created, I cannot find a single dungeon.
