[MC-46736] Items in Item frames sometimes don't rotate when right clicked

What I expected to happen was:
Items in item frames should rotate when right clicked.

What actually happened was:
Items in item frames didn't rotate. Item frames didn't start working until they were broken. The item frame that was affected was smoking.

Cannot confirm, regardless if a map is shown or any other item.

Were those item frames placed in 14w05b or and earlier snapshot ?
What happens if you place new item frames ?

I don't think i was holding shift. I placed them in an earlier snapshot. If i placed new ones then they worked again. It hasn't happened since. It was as if the item frames weren't really there, but they were visually there. I was getting a comparator output from them if that changes anything.
