When I use /effect [Player] 8 [1-1000000] [1-255] doesn't work. I have tested this on a Vanilla server so I do not know if this works on Ssp.

Yes I'm a OP on the server, And I tryed many commands ranging as 5 seconds to 999 seconds and from Lv 1 to 255
Unable to reproduce on a 14w06b server.
Are you sure you're an op on the server?
Please provide the exact command you used and the output you get.
