[MC-48189] Underwater texture bugged

When standing under a block with water above it the screen goes slightly blue and zoomed in as if you where to be in the water, The zoomed in water effect also doesn't occur until you're 4 blocks deep under water.

A suggestion for the future, when searching start with as few words as possible, too many words creates a very strict filter (unlike google where it can give a bigger list of results).
