All older as well as latest versions of minecraft have this issue. When not triggered by redstone switch or any redstone source, the sticky piston acts as if it is not sticky. In the screenshots, both pistons are sticky pistons and the sticky piston before the inactive sticky piston ,is sticky and pushes as well as pulls it back. But this do not goes on. I means that the sticky piston next to active one is inactive and not pull the block next to it. But it should pull it back as it is its property by name. It should pull the block back whether it is active or inactive. And the sticky property of piston should not be related to the redstone power source.

But why? I mean that I know it is not a bug. Showing sticky particles in front of sticky piston simply, shows that it should be "holding" the block next to its sticky side. Hence, the pulled piston should take the block move forth and back. Ok, even if we do not consider the texture, it should be because it would allow us to create distant block displacing circuits. In that case, sticky piston and a simple piston acts exactly the same.
