Can not confirm. This was an issue with the initial release of spectator mode, but as fixed in a later release. Tested utilizing a Silverfish in 14w07a. Could you provide mobs you have tested this with? The issue might be that some mobs were not taken into account for spectating at the correct height.

Louis A. Nani: I tried this when spectator was released and i think a version after that with a chicken, bat, silverfish, and enderman. I wanted to report this in that moment but i didnt have an account so I am not sure if this was fixed but i still wanted to report it just in case.
