Can't place blocks in certain places

In some places, you can't place blocks for some reason. heres a video that shows you what happend

How to fix + recreate:

To fix you'll need to reload your world
EDIT: 50½ chance of fixing it
To recreate.... Happends randomly, i don't know how to recreate it XD
