/setblock command doesn't work 200 blocks away but does in another map 1000 blocks away. And same with /clone.

You cannot setblock or clone outside of the loaded chunks.
That depends of your render distance, if you try to setblock in the always loaded spawn area or if other players are around in that area if on multiplayer.
