[MC-48570] Server-Side Resource Packs do not show up in Resource Pack list

Resource Packs that are downloaded from the connected server do not show up in the Resource Pack list, rendering the following functionality useless:

Can not lay a resource pack over top of a server-side resource pack
Can not remove a server-side resource pack without disconnecting

Still an issue, we have to go to .minecraft\server-resource-packs to see the server resource packs
