[MC-48683] flashing under water

When underwater your screen will flash like a strobe

1. Go under water somewhat deep
2. swim around
3. If strobe doesn't appear try a little deeper or not as deep

Could you add a few screenshots and a way to reproduce it please. Mojang will not fix this if there is not a possible way to reproduce it.

one is with the strobe one is without it. The lighter one is the strobe picture. It is hard to get a picture but the video I made is to big

Do you stand underwater normally, or do you jump around?

I jump around, well swim

This is possibly caused by the changing light-levels, since it happens when you go up or down, or changing the Y-Axis.
