[MC-49934] Superflat trees do not render with decorations on

When using the super flat rendering of over world and decorations turned on, trees do not load. I have tried two different seeds and traveled over 1km in each direction from spawn and no trees.

There are never trees in the plains biome in superflat. Use

3;minecraft:bedrock,59*minecraft:stone,3*minecraft:dirt,minecraft:grass;3;stronghold,biome_1,village,decoration,dungeon,lake,mineshaft,lava_lake

for some few trees or

3;minecraft:bedrock,59*minecraft:stone,3*minecraft:dirt,minecraft:grass;4;stronghold,biome_1,village,decoration,dungeon,lake,mineshaft,lava_lake

3;minecraft:bedrock,59*minecraft:stone,3*minecraft:dirt,minecraft:grass;5;stronghold,biome_1,village,decoration,dungeon,lake,mineshaft,lava_lake

for many trees.
