torches on stained glass

What I expected to happen was...:
When i went to put a torch on stained glass i expected it to be placed

What actually happened was...:
When i went to put a torch on stained glass it wouldn't be placed yet when i tried on normal glass it worked

Steps to Reproduce:
1. place stained glass (any colour)
2. try to place torch on top
3. the end
