Command Block effect doesn't always work, if player is far away.
It only works a few hundreds meters.
Sometimes it works everywhere, even, if you have commandblock in normal world and you are in differend dimension (nether,ending).

Spawn chunks are always loaded. Any other chunks are unloaded if no player is in the vicinity.

They could do chunks, which will not despawn, if there is a command blocks.

Use /setworldspawn around your contraptions and they should work properly.
