When stopping the player from falling in Creative mode, then flying close to a surface and let the player fall again, it generates the particles as if the player never stopped falling.
Steps to reproduce:
Set gamemode to creative
Fly high up
Release the player and wait until he nearly hits the ground
Stop the fall
Do whatever here
Release the player from a height that shouldn't generate fall particles
See how it takes the distance fallen from the previous fall into account when generating the particles.
