[MC-50720] -0 coordinate and command block /setblock placement

When in the F3 menu, there is a +0 and a -0 zero coordinate, however, command blocks don't know about the -0 zero coordinate and because of that place blocks sometimes on another place than you want them to go.

just searched a little bit, there are a lot of other issues saying command blocks doesn't place blocks right, but not about and -0 coordinate... not sure if this is than a duplicate or not...

it also seems to get more off the further you get from 0 0
