Block and item particles still use IDs

The "blockcrack" and "iconcrack" particles still use IDs.

/particle blockcrack_13_0 ~ ~ ~ 1 1 1 0.1

works, but

/particle blockcrack_minecraft:gravel_0 ~ ~ ~ 1 1 1 0.1

doesn't.
