If you try to place a ladder using /setblock command, a solid block with broken texture appears

Type /setblock ~ ~ ~ minecraft:ladder on chat

Works as intended. Not specifying a data value will cause the block to default to a data value of 0, and only data values 2 through 5 are valid for ladders.
