[MC-51064] Enchanting bug

when i enchant anything in the enchanting table in survival mod with 30 levels

it takes only 3 levels

the same thing happen when i use 1 or 2 lapis

Intended behaviour. To balance, they made leveling up cost more
minimum level enchant takes 1 lapis and 1 level. Middle one takes 2 and 2. and top takes 3 and 3
