The issue is they utilize a Lifetime tag. This prevents them from existing for more than about 2400 ticks, in case someone has something like an Enderman farm. This tag overrides and normal despawn-prevention methods.
Edit: This was fixed in 14w11b, although PersistanceRequired is still ignored.
