[MC-5117] Minecart does not make sound when riding it

If i place an empty minecart and make it move, it will make the sound. But as soon as i get in that minecart, the sound stops

I think its silent, I will double check tomorrow to see if its 100% silent.

The volume of the sound increases with the speed of the minecart

the speed is the same weather im in the minecart or not. so thats not the reason why the sound stops when i get in the minecart

Is this still a concern in the current Minecraft version? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.
