Minecraft vanilla server crashing and chunks not loading

So, I summoned a mine cart riding a horse with a saddle on my friends server and it wasn't moving. I punched it and everybody on the server got this : Internal Connection: io.netty.handler.timeout.ReadTimeoutException It allows us to go on but no chunks load and then we get the same error.
PLEASE HELP!!!!!
